Draper St. firm's move endorsed by committee

WOBURN - A Draper Street company's relocation to another building on the same road is one routine vote away from approval after the City Council's Special Permits Committee this week voted to endorse the proposal.

Overseas Courier Services (OCS) America is seeking to move from 27 Draper St. to a new building at 29 Draper St. and is seeking special permits for a warehouse and distribution use and accessory parking of commercial vehicles, which attorney Joseph Tarby indicated would be one 26-foot "straight truck" and as many as five vans.

Following the endorsement by the Special Permits Committee, the full council is expected to vote on the petition at its meeting on Tuesday, Sept. 2.

According to its website, "OCS specializes in worldwide speed delivery and customized distribution of packages or freight of all sizes and description."

Albert Curran, of Draper Street Realty, which owns both buildings, said OCS America is vacating the area of 27 Draper St. so another company - Shoebuy.com - can occupy the entire building.

The Special Permits Committee suggested four new conditions, in addition to nine outlined by the Planning Board.

Three of the four new conditions are designed to limit the impact of traffic from OCS America to surrounding roads like Holton Street and Nashua Street, where there are residential homes.

Signs advising customers and delivery truck drivers to obey the rules of the road and use caution will be posted and advised to the residential areas.

The committee also forwarded the standard condition that the special permits are not transferable to a new tenant, should OCS America ever leave the building.

Alderman at-large Joanna Gonsalves said the council should be cautious about the expansion of Shoebuy.com operation when it takes over the entire building at 27 Draper St.

To that end, Ward 5 Alderman Darlene Mercer-Bruen, whose district includes Draper Street, asked Curran to address an issue at the Shoebuy.com site, where she said there were five trailers parked on the night of the Special Permits Committee meeting, in excess of the limit of two trailers.
