Repairs, used car sales OK'd by City Council

WOBURN - After agreeing to a limit of two used cars for sale and a condition to stripe the parking lot, the owner of LukOil on Montvale Avenue in East Woburn received a second class motor vehicles license from the City Council at its most recent meeting.

Also, there will be a vehicle repair component at the LukOil station after the council issued a separate special permit to a petitioner who will lease space in the garage from the owner.

The council added six conditions to the second class motor vehicles license, which was issued to Robert Khouzami of Stoughton.

Khouzami agreed to designate the vehicles for sale with appropriate signage. He will also submit a landscaping plan for the Albany Street side of the property.

The license is non-transferable, and will be reviewed after one year, which is standard. Khouzami originally asked for as many as five vehicles, a number which he could seek to increase.

Ward 5 Alderman Darlene Mercer-Bruen said the limit of two vehicles is a "pretty good way to start."

"We appreciate the words 'to start,'" said local attorney John McElhiney, representing Khouzami.

The special permit for the repair component was granted to Fabio DeSouza, who agreed to a total of nine conditions, most of which were standard. DeSouza must file a copy of an MWRA water/oil separator permit or an equivalent document with the council, and he cannot use "free-standing signs" or "plastic banners" at the garage.

DeSouza said was would "abide (by) and obey" all the conditions, and enthusiastically thanked the council for supporting his opportunity to conduct business in the city.

"I am a son of an immigrant," said DeSouza. "I'm here to do business and I'm here to do good."

No one from the audience spoke during the public hearing for either petition. The council approved both applications on unanimous 9-0 votes.
