Self-storage proposal put off 'til April 1

WOBURN - A public hearing on a zoning change that could lead to the construction of a self-storage warehouse in the commercial section of Washington Street was postponed until April 1 at the request of the applicant.

William and Arpie Highgas are seeking to allow self-storage uses in Business Interstate (BI) zoning districts, including the area across from Kohl's department store.

If the zoning change is approved, the council will still be required to issue a special permit for the self-storage facility.

Ward 5 Alderman Darlene Mercer-Bruen endorsed the continuance, which is the second this month, but noted the petitioners have had "ample time to move forward" and should do so expeditiously.

Richmond Avenue - Continued until the council's meeting on April 15 was a petition from Andrew and Mary Eromin, who want to raze an existing single-family home on Richmond Park and replace it with a new two-family home.

Ward 6 Alderman Michael Raymond noted the petition may be delayed while the city's historical commission decides whether the existing house is historically-significant.

A special permit is needed because the lot size is 500-square-feet less than what is required under the city's zoning code.

Richmond Park is located off Warren Avenue, near the former Choate Hospital.

Lowe's Home Improvement Warehouse - Also continued until April 15 was a petition from Lowe's Home Improvement Warehouse for a special permit to allow for "the rental of moving trucks; accessory storage or parking of storage containers, storage trailers or commercial vehicles; and accessory storage or parking of commercial motor vehicles" at its store on Commerce Way.

Attorney Joseph Tarby, representing Lowe's, requested the continuation because the city's Planning Board is still reviewing the petition.

The Planning Board is acting in an advisory role to the council, which will vote on whether to grant the special permit.

Otis Street - Continued until the council's meeting on May 20 was a proposal form Michael Tyminski for fill to contour his backyard at 14 Otis St. in West Woburn.

According to Ward 7 Alderman Raymond Drapeau, Tyminski is in the process of developing a new engineering plan for his yard. Tyminski noted he is working on "my third set of plans" and there appears to be "conflicting stories of what I need to supply" to the Planning Board and the council.

Tyminski has already brought in the fill, apparently without knowing a special permit was required. A group of his neighbors has been following the petition intently.

Noting the petition has been in front of the council for several months, Drapeau said a vote on way or the other would likely be taken at the May 20 meeting.
