Council to review South End permit By GORDON VINCENT news@woburnonline.com WOBURN - A special permit issued for a new retail building that will include a liquor store and an auto supply store in the South End will be reviewed by the City Council, after three aldermen sponsored an order that was approved at the council's most recent regular meeting. In April, the council granted a special permit to American Venture Corp. for a new AutoZone shop and a relocated Busa Wine & Spirits shop at 159-175 Main St., next to Walgreen's. City Council President Charles Doherty, Ward 3 Alderman Scott Galvin and Alderman at-large Joanna Gonsalves requested a meeting of the council's Special Permits Review Committee with representatives of American Venture "to discuss construction operations and conformance with the terms of the special permit." Taxi regulations - Sent to the council's Ordinance Committee was a proposal from Ward 5 Alderman Darlene Mercer-Bruen, Alderman at-large Paul Denaro and Ward 2 Alderman Richard Gately for a new section of the municipal code that would regulate taxi drivers in the city. The legislation would primarily impose certain requirements, including a criminal background check. The proposal does not include a component that would regulate cab fares, which has been under discussion by the council for the past few months. Appointments - Sent to the Personnel Committee was the appointment of Main Street resident David Gilgun to the city's License Commission. If his nomination is approved by the council, Gilgun would serve a 6-year term. He will replace Paul Wentworth. The council also approved the nomination of Willow Street resident Kathleen Lucero to the Historic District Commission. She will serve a 3-year term. Unexpended funds - City Council President Charles Doherty sponsored an order that would require the council to approve by a majority vote a carry-over of funds from one fiscal year to the next. "Any request shall include a written report detailing the amount requested to be carried over, the intended use of the funds and how the amount was calculated," wrote Doherty. The council sent the matter to its Ordinance Committee for review. Meeting canceled - The regular meeting scheduled for Tuesday, Sept. 16, was canceled due to the state primary election. The council is considering a possible make-up date, most likely Tuesday, Sept. 30.
